Intel never finished the driver to even support that feature. Intel lists the chip spec being able to handle Shader Model 3.0 (which implies HW TnL and VS 3.0) but only if the features are software emulated. For a random example, the 950GMA has no Hardware TnL and I think no hardware support for vertex shaders of any kind. Intel's graphics drivers on Windows are a joke. Years ago, I ran CS: Source faster under a Hackintosh install with Crossover than I did native Windows with a 950 GMA.
